Oakbrook Church envisioned their ministry as a youth-oriented church serving the greater Lansing area. The plan therefore included extensive open space to attract the community to the site as well as a skate park for in line skating, a family life gymnasium, and several miles of bike and pedestrian trails. Utilizing two alternative design concepts for the site and the building,DDR and church leadership forged a consensus plan that gave the church a specific development plan.

After a careful analysis of costs, the Phase I construction and budget were defined.
